As of today, driving while talking on a cellphone in California is a primary offense–you can be pulled over and fined ($20 first conviction, $50 subsequent).
Of course, if you have a bluetooth device you can use that.
Or if you’re like me, you stick your cell phone to the dash with an injection-molded plastic holder from Target and talk on speaker.
